MIGHT Strengthens Collaboration With Russia’s HSE University Through MoU Exchange

KUALA LUMPUR, The Malaysian Industry-Government Group for High Technology (MIGHT) has formalised a strategic collaboration with Russia’s National Research University Higher School of Economics (HSE) through the exchange of a Memorandum of Understanding (MoU).

The MoU aims to foster academic, cultural, and institutional cooperation, focusing on foresight in science, technology, and socio-economic development; the use of statistics and indicators in science, technology, and innovation (STI); and the formulation of STI policies.

‘This partnership reflects both institutions’ shared commitment to driving impactful research and policy-making in these critical fields,’ said a statement issued by MIGHT.

MIGHT chief operating officer Ida Semurni Abdullah Ali represented the organisation, where else HSE University was represented by its Rector, Dr Nikita Asimov, during the signing ceremony, which took place in St Petersburg, Russia.

The exchange of the MoU was witnessed by the Minister of Higher Education Datuk Ser
i Dr Zambry Abdul Kadir, Malaysia’s Ambassador to Russia, Datuk Loon Lai Cheong, Deputy Secretary General of the Ministry of Science, Technology and Innovation (MOSTI), Ruziah Shafei; and HSE University Vice Chancellor – St Petersburg, Dr Anna Tyshetskaya.

The statement said that the MoU reflects the strengthening of bilateral cooperation in science, technology, and innovation between Malaysia and Russia, under the Joint Committee on Education, Science, and Technology Cooperation (JC-ESTC).

The foundation of this collaboration was laid during the International Symposium on ‘Foresight and STI Policy’ in 2023, where both organisations exchanged ideas and explored areas of mutual interest.

The first joint initiative under this partnership will focus on capacity-building programmes centred on foresight tools, including Delphi studies, scenario planning, and road mapping for government bodies and corporations.

The initiative, led by HSE University and coordinated by MIGHT, is scheduled to commence in early 202
5.
