MELAKA, The Melaka State Legislative Assembly passed a motion today to establish a community development trust fund, the Kumpulan Wang Amanah Pembangunan Masyarakat Negeri Melaka.
The motion, proposed by Chief Minister, Datuk Seri Ab Rauf Yusoh, received the support of 21 assemblymen, with two abstaining and five absent.
Ab Rauf (BN-Tanjung Bidara), when tabling the motion, said that it aims to receive, channel, and manage the allowances received, as well as fund activities organised for the state’s Village Development and Security Committee (JPKK) and the New Village Development and Security Committee (JPKKB), or any other development committees with similar objectives.
He said that the state government currently uses the Village Head Committee Trust Account, under Section 9 of the Financial Procedures Act 1957 (Act 61), for the distribution of allocations related to the JPKK.
‘Based on account management procedures for government trust funds, there is a need to amend the existing fund to Section 10 of
Act 61, as this fund receives allocations from both the state and federal governments,’ he explained.
‘For the purpose of accounting for the receipt of this fund as part of the state government’s consolidated fund, a trust fund should be established under Section 10 of Act 61. This serves as an improvement to the existing trust account, enabling the receipt and expenditure of funds from both the state and federal governments,’ he said.
He added that this establishment also aims to streamline the financial governance of the Kumpulan Wang Amanah Pembangunan Masyarakat Negeri Melaka, where the distribution or payment of allowances or expenses for the committee is subject to the contributions or allocations provided by the relevant ministries.
He also called on all assemblymen to support the motion to improve the governance of the state government, and thus ensure the delivery of the best services to the people, because this is the mandate and trust of the people that must be safeguarded.
