Five competencies of implementation basis for civil servants to improve services in Melaka – CM

MELAKA, Jan 10 — Five competencies of implementation must be made the basis for civil servants in Melaka to realise all plans, initiatives and tasks involving the public service sector, in order to be more inclusive, creative and innovative with high moral values.

Melaka Chief Minister Datuk Seri Sulaiman Md Ali said the first basis was that civil servants in the state should understand the concept of ‘government of the day’ and always support and implement all development policies and agendas decided by the current government to ensure the best service delivery to the people.

He said civil servants also needed to hold fast to the second principle, which was to finalise all action plans of departments and agencies throughout the year based on the concept of ‘Keluarga Malaysia’ (Malaysian Family) which was in line with the ‘Melaka Rumahku’ directional framework in an effort to invite the multiracial community in the state and country to unite as a caring and virtuous family.

“I had declared last year as the ‘year of implementation’, and this year, it will be the ‘year of competency in implementation’ and the new year’s address for 2022 is themed ‘Efficiency of Implementation for the Prosperity of the State of Melaka.

“The competencies of implementation include monitoring aspects, such as the people’s socio-economic improvement programme, COVID-19 pandemic management, disaster management and so on followed by economic recovery aspects, and performance achievements such as key performance indicators (KPIs) and framework targets,” he told reporters after delivering his New Year’s address at Seri Negeri here today.

Commenting further, Sulaiman said the third basis was to realise all short and long term plans and initiatives as guidelines that needed to be improved from time to time such as the ‘Melakaku Maju Jaya 2035’ strategic plan, Smart City plan, Big Data Development Plan (PPDR 2035) and Prosperous Transformation 2035 plan.

He said civil servants in the state also needed to hold fast to the fourth principle, which was to focus on the efficient implementation of the ‘five-year manifesto’ based on ‘Stability for Prosperity’ covering one goal, five thrusts and 103 initiatives.

“Under the fourth basis, through the Melaka State Budget 2022, we have allocated RM100,000 a year for each non-government state assemblyman amounting to RM700,000, to ensure that the planned manifesto can be fulfilled.

“The allocation is given because I am the chief minister of all the people of Melaka, and as the state government, we are responsible to give due justice to anyone who is eligible for assistance and in need,” he said.

He said the last message outlined was that civil servants should focus on the welfare of the people as a whole by ensuring that all public initiatives were delivered in a fast, smooth, systematic and effective manner.

“For example, we will continue the ‘Kasih Niaga Fund’ initiative for 1,000 entrepreneurs and traders with an allocation of RM1 million as incentives and capital assistance for them, besides providing training and assistance to begin e-hailing, and continuing with the ‘Melaka Easy Shop’ as an online platform for marketing food, handicraft and products for free with a financial implication of RM100,000,” he said.

During the ceremony which was also attended by State Secretary Datuk Zaidi Johari, Sulaiman also launched the book ‘Mewajah Melaka Menggamit Dunia’.

Earlier, he said the civil service in Melaka was at its best as the KPIs of the State Secretary’s Administration which consisted of financial management, land, socio-economic development and human resource management recorded an achievement rate of 98.6 per cent last year compared to 97.22 per cent in 2020.
