Three key thrusts of Johor PH action offer

JOHOR BAHRU, March 4 — Following are the three key thrusts of the Pakatan Harapan’s (PH) manifesto for the Johor state election.

The ‘Tawaran Tindakan Pakatan Harapan (PH) Johor’ was announced today by Johor Parti Amanah Negara (Amanah) chairman Aminolhuda Hassan, Johor PKR chairman Syed Ibrahim Syed Noh and Johor DAP chairman Liew Chin Tong.

Thrust 1: Rebuilding people’s economy

Push for full opening of the Johor-Singapore borders through test and release method.

Provide opportunities for Johoreans working in Singapore to commute while complying with the standard operating procedures (SOP) set by the Ministry of Health (MOH).

Narrow the development gap between districts by implementing a comprehensive development plan for each zone in the state based on the needs and capabilities of each area with appropriate input from all parties.

Boost the #JelajahJohor Tourism programme to intensify the Johor tourism industry by involving the role of local authorities (PBT), elected representatives or council members.

Focus on reskilling and upskilling as well as internship for TVET employees and students.

Increase TVET educational opportunities, especially for young people as well as create Universiti Johor as a result of collaboration between Yayasan Pelajaran Johor and KPJ Healthcare University College.

Attract local and foreign investment to cultivate agricultural and plantation land using smart agriculture methods such as digital soil mapping.

State government and PBT will allow manufacturing and tourism activities to be carried out on agricultural and plantation land as a holistic farming initiative involving small-scale manufacturing and agriculture tourism.

Create an e-commerce logistics and trade hub in the North, Central and South Zones.

A win-win partnership strategy with Singapore and Indonesia to enhance foreign direct investment (FDI) in the SIJORI (Singapore-Johor-Riau) Growth Triangle.

Introduce incentives and ecosystems that help and encourage women to get back to work and upgrade childcare centres.

Bridge the significant urban and rural development gap in Johor in terms of physical and digital infrastructure.

Provide a start-up capital of between RM5,000 and RM10,000 to potential young entrepreneurs by emphasising modern agriculture, e-commerce, robotics and various important sectors.

Improve the quality of public transport, among others, by implementing the Bus Rapid Transit (BRT) in the administrative area of the Iskandar Regional Development Authority (IRDA).

Promote and conduct sports competitions at the local, state, national and international levels as a measure to develop the sports sector as an important economic sector.

Develop large-scale e-sports at the state level by implementing sports activities at the district level through the cooperation of PBTs and the Ministry of Youth and Sports.

Make Johor a training and development centre for e-sports with the cooperation of the private sector.

Malaysia My Second Home Programme is one of the main attractions in line with the reopening of borders which will revive the property market in Johor which is experiencing an oversupply.

Thrust 2: Ensuring People’s Well-being

Reintroduce Johor Health Card.

Implement Johor Prihatin Housing Scheme (SPPJ) and Johor Youth Housing Scheme (SPBJ).

Reintroduce Senior Citizens Takaful Scheme.

Collaborate with NGOs and the MOH to improve mental health services, especially for the elderly and families who are affected by the implementation of the Movement Control Order (MCO).

Provide tuition vouchers to primary and secondary school students left behind in online learning during MCO.

Establish a Department of Children and Families in the state government and similar units in each local authority to take care of children and family issues.

Reintroduce Insentif Siswa Harapan.

Women’s Health Scheme which includes free mammogram and cervical cancer screening.

Kad Ibu Special Ta’azim (KIST) programme which is an essential aid to single mothers from B40 group.

A 10 per cent deposit payment for the purchase of a motorcycle to the selected B40 in each district for work use.

Build Rumah Asnaf Tunggal (RATU) for asnaf who lives alone.

Strengthen the Rent-to-Own (R2O), Rumah Mesra Johor (RMJ), Government Rental Houses (RSK) programmes.

Thrust 3: Creating administration that is clean, efficient and with integrity

Implement anti-hopping enactment.

Conduct electoral redelineation and establish a select committee that will study the impact of the 18-year-old voters and automatic voters.

Creating an inclusive administration for the people of Johor without discrimination based on race, religion, age and gender.

Collaborate with the federal government and give power to state government as a measure to improve the performance of public service delivery in the health, education and public transport sectors.

Give equal allocations for both government and opposition assemblymen.

A friendly government, responsive to the problems and interests of the people.

Reform government institutions to be more efficient, clean and with integrity.

Digitalisation of state and local government services and set transparent KPI as a measure to improve the efficiency of state and local governments.

Improve the performance of government-linked companies (GLCs) under the state government as well as provide the appropriate vision and mission to each GLC to achieve the sustainability and efficiency goals set by the state government.

Add and strengthen the committee system to improve the efficiency and effectiveness of the Johor Legislative Assembly.
