No bidders yet for online voting project – Comelec

MANILA: No company has yet to buy bid documents for the Online Voting and Counting System (OVCS) for the 2nd cycle of public bidding for the almost PHP466-million project, the Commission on Elections (Comelec) said on Thursday.

“Considering that the deadline of submission is March 21 at 9 a.m., that will also be the deadline for the purchase of bidding documents,” Comelec-Special Bids and Awards Committee (SBAC) chairperson Allen Abaya said in an interview.

Abaya also noted that there is no need to be concerned, as there are still many days left.

“If we look at other procurement projects, there are bidders who buy bidding documents even on the date of the submission. So, it’s not really a concern,” he said.

“(But) if we have no bidders on March 21, then we will declare another failure of bidding,” he added.

Last February 21, the SBAC declared a failed bidding for the project after the two bidders- Indra Soluciones Technologias de la Information, and We Are IT Philippines Inc.– have been ruled as “inelig
ible.”

This prompted the SBAC to schedule a second public bidding for the online voting system to be used in the 2025 overseas voting.
