NBI nabs suspects name-dropping lawmaker to defraud contractors


The National Bureau of Investigation on Friday announced the arrest of four men who allegedly defrauded would-be contractors by claiming supposed links with Senator Sherwin Gatchalian.

In a statement, the NBI-Anti-Organized and Transnational Crime Division (NBI-AOTCD) said Ryan Lester Dino (a.k.a. David Tan), Carlo Maderazo (a.k.a. Engineer Maderazo), Dina Castro and Ma. Luisa Barlan were arrested in Pasay City following an endorsement from the Gatchalian’s office.

They are facing charges for estafa, usurpation of authority, concealing true name, and violation of the Anti-Alias law.

A victim-complainant said Maderazo introduced himself as an engineer and informed him that the Pasay City local government is in need of supplier of aggregates for a reclamation project.

Maderazo also told the complainant that he needs to pay a lock-in payment of PHP100,000 and an upfront fee of PHP400,000 that will be distributed to the employees of Pasay City Hall as grease money.

The suspect claimed he is an authorized re
presentative from the office of Gatchalian.

Upon verification, the complainant discovered that Maderazo is not connected with the senator and that Pasay City has no reclamation project.
