LTO warns employees vs. colluding with fixers

Manila: Land Transportation Office (LTO) Chief, Assistant Secretary Vigor Mendoza II, on Thursday warned his employees against colluding with ‘fixers’ or face administrative sanctions including losing their jobs.

Mendoza made this remark after three LTO personnel, including a district office head, were placed under investigation for their alleged involvement in illegal transactions with fixers or persons outside LTO that offer faster transactions in exchange for a fee.

‘On the very first day of my assumption as LTO Chief, I made it clear that I will be running after all the fixers and their cohorts in our agency. We will not allow these people to taint the name of our agency for their money-making schemes,’ he said in a statement.

On Tuesday, the LTO and partners in law enforcement conducted two separate operations near the LTO Central Office in Quezon City and in Bulacan over confirmed intelligence reports of employees working with fixers.

The operation in Bulacan resulted in the arrest of a fixer named
Michael Mendoza and three LTO employees.

On the same day, intelligence agents of the LTO and operatives of the Criminal Investigation and Detection Group (CIDG) arrested 40-year-old Desire Daginod for allegedly offering fast issuance of driver’s license during an entrapment operation in Barangay Pinyahan, Quezon City.

Daginod was found to be advertising her illegal services through Facebook.

Another suspect involved with Daginod, identified as 35-year-old Gerlo Gomez, was able to elude arrest.

‘This should send a strong message that we will not allow this kind of illegal activity, nor tolerate any of our personnel to connive with these fixers,’ Mendoza said.
