Early redemption of GCR: Officers must have served at least 15 years

KUALA LUMPUR, Jan 31 — Civil servants opting for either the pension scheme or Employees Provident Fund (EPF) scheme and who wish to apply for the early redemption of Cash Award in Lieu of Leave (GCR) must fulfil several conditions.

The Public Service Department (JPA), through a statement today, said that among the conditions set were that officers who can be considered must have served at least 15 years and must have reached the age of 45.

“Apart from that, the total number of GCR accumulated prior to applying for the early redemption of the GCR must be at least 80 days; (applicants be) free from any criminal proceedings or disciplinary action; and obtain certification from the head of department,” the statement added.

The government, through the tabling of Budget 2022, had agreed to increase the total maximum amount of GCR that can be accumulated from 150 days to 160 days and to allow the early redemption of GCR for up to 80 days effective from this month.

The JPA said that if an officer had accumulated GCR exceeding 160 days, the excess GCR accumulated could be used by the officer as leave in the year of retirement.

According to the statement also, the maximum amount of GCR accumulated that can be paid in cash award throughout the service period is 160 days.

“The early redemption of GCR for up to 80 days can only be done once throughout the officer’s service while the remaining 80 days of accumulated GCR will be paid out in the officer’s mandatory retirement year,” he said.

The heads of departments must use the GCR Calculation System application that can be downloaded from the portal www.jpapencen.gov.my for the purpose of accurate GCR calculation for the early redemption of GCR.

“The heads of departments must also ensure the accumulated GCR made throughout the officers’ service period is correct and systematic in accordance with the regulations in force,” it added.

All application documents for the early redemption of GCR that had been certified must be submitted through the Head of Deparment to JPA Post-Service Division and the circular letter can be downloaded at the JPA portal at https://tinyurl.com/59en9n7v.
