DSWD mobile command center in Naga coordinates disaster response


Manila: The Department of Social Welfare and Development (DSWD) has deployed its Field Office (FO) 5-Bicol Region’s Mobile Command Center (MCC) in Naga City to effectively coordinate the agency’s disaster response and monitoring in the disaster-stricken area.

The DSWD FO-5 deployed the MCC to Naga City as soon as flood waters slightly subsided in Camarines Sur on Thursday night to assist in the disaster operations in the province in the aftermath of Severe Tropical Storm Kristine (Trami).

The MCC is a customized vehicle equipped with Information and Communications Technology equipment that bridges the communication gap during disasters and emergencies.

It is manned by an MCC deployment team tasked with ensuring continuous, effective, reliable, and timely emergency telecommunications support on different disaster reports and relief inventory information.

Secretary Rex Gatchalian, who flew to Camarines Sur on Friday, used the MCC for his online situation briefing with President Ferdinand R. Marcos Jr.

as joined in the MCC by Naga City Mayor Nelson Legacion and Camarines Sur 3rd District Congressman Gabriel Bordado for the online conference with the President.

Special Assistant to the Secretary (SAS) for Disaster Response Management Group (DRMG) and Concurrent Officer-in-Charge (OIC) of the National Resource and Logistics Management Bureau (NRLMB) Leo Quintilla said the MCC has been proven essential in aiding the agency’s coordination and monitoring in times of disasters and emergencies.

‘The deployment of the mobile command center is one intervention also of the DSWD and nakita natin yung effectiveness ng mobile command center natin in the past disaster events, especially during Kanlaon, nagamit na. Same way dito sa Kristine ay nagagamit na rin ng ating mga field offices (and we saw the effectiveness of the MCC in past disaster events, especially during the eruption of Mt. Kanlaon where it was first used. The same way here with Kristine, it is being used by our field offices),’ Quintilla said.

Equipped
with surveillance and communication devices, power supply and other electronic equipment, the MCC can also be used by nearby evacuees and residents to connect to the internet and charge their cellphones and other gadgets so they can update their status with their loved ones.

‘May mga areas tayo na walang kuryente. May mga areas tayo na challenged sa connectivity (We have areas with no electricity, no connectivity). Our command center provides that service for the communities’ Quintilla said.

The MCC in Naga City will now serve as a station hub of the DSWD by providing linkage in the disaster-stricken area to the Regional Operations Center (ROC) and the Disaster Response Command Center (DRCC) at the DSWD Central Office.
