ACG nabs man for online sale of minors’ sexual content


MANILA: Police authorities arrested a man involved in the production and sale of videos of sexually abused minors.

In a report on Wednesday, Philippine National Police – Anti-Cybercrime Group (PNP-ACG) chief Brig. Gen. Ronnie Francis Cariaga said the suspect, alias “Blondie,” was nabbed during the service of the warrant to search, seize, and examine computer data at his house in Manila on Aug. 19.

He said the operation stemmed from the Cybertipline Report issued by the National Center for Missing and Exploited Children (NCMEC) based on images intercepted by social media platforms.

During the operation, authorities found sex videos of two male teens from the suspect’s gadgets.

Investigation showed the suspect’s modus operandi was to offer money to potential minor victims with family problems.

Based on the investigation, the suspect would chat up male minors by offering PHP300 in exchange for sexual services.

Unknown to the victims, however, the suspect would secretly take videos of the indecent acts and
later edit these to come up with sex videos.

In a separate interview, ACG spokesperson Lt. Wallen Mae Arancillo said the suspect would sell each video from PHP1,000 to PHP3,000.

“Meron din mga sites na binibentahan niya and marami din yung bumibili kadalasan nasa labas pa ng bansa. Karaniwan yung mga biktima niya minors. Yung mga na-rescue natin ay dalawa, isang 15 years old at isang 17 years old. (He sells these to some sites and most of his buyers are from abroad. His typical victims are minors. We have rescued two victims – one is 15 years and the other is 17 years old),” Arancillo said.

She said one of the victims, now aged 15, told ACG investigators that the sexual act occurred when he was still 14 years old.

The victim initially refused the suspect’s requests but later yielded as he was in dire need of money, she added.

The suspect faces charges for violating Republic Act (RA) 11930 (Anti-Online Sexual Abuse or Exploitation of Children and Anti-Child Sexual Abuse or Exploitation Materials Act) in r
elation to Section 6 of RA 10175 (Cybercrime Prevention Act of 2012).
